TO BRING SENSIBLE REFORM TO U.S. POSTAL SERVICE BUSINESS PRACTICES, INCLUDING GREATER TRANSPARENCY, IMPROVED PRODUCTIVITY AND REASONALBE MEASUREMENT AND CONTROL OF COSTS. TO PROMOTE THE POSTAL SERVICE TO COMPTED IN THE COMMERCIAL MARKETPLACE, WHILE MAKING SURE THAT IT DOES SO FAIRLY AND ON A LEVEL PLAYING FIELD.Expenses $3,065
