TO PROVIDE PUMPING, TRANSPORTATION, DISTRIBUTION AND STORAGE FACILITIES AND SERVICES PERMITTING WATER SUPPLIES FOR USE IN SUPPLYING WATER TO EL PASO WATER UTILITIES AND OTHER LOCAL GOVERNMENT ENTITIES IN EL PASO AND HUDSPETH COUNTIES SERVING THEIR CUSTOMERS FOR THE BETTERMENT AND SOCIAL WELFARE OF THOSE COMMUNITIES.
