Program accomplishments

  • FULFILLING ITS MISSION TO BUILD AND OPERATE A NETWORK OF NEIGHBORHOOD-BASED MICRO VILLAGES TO PROVIDE TRANSITIONAL SHELTER FOR UNDERSERVED GROUPS OF UNSHELTERED ADULTS, WESHINE HAS CONSTRUCTED THREE MICRO-VILLAGES TO DATE IN 3 AREAS OF PORTLAND, OR. TOGETHER THE VILLAGES PROVIDE 30 SAFE, PRIVATE SLEEPING PODS ALONG WITH SHARED HYGIENE, COOKING, GATHERING SPACE, AND LAUNDRY FACILITIES WITHIN A FENCED AREA. EACH POD IS LOCKABLE, HEATED AND COOLED, AND ELECTRIFIED WITH ROOM LIGHTING AND ELECTRICAL OUTLETS. THERE IS DEDICATED ON-SITE STAFF 10 HOURS A DAY, 7 DAYS A WEEK WITH AFTER-HOUR ON- CALL SUPPORT FOR VILLAGERS. OUR PARKROSE COMMUNITY VILLAGE FOCUSES ON SERVING ADULTS WHO IDENTIFY AS LGBTQIA++; OUR AVALON COMMUNITY VILLAGE FOCUSES ON SERVING ADULTS WHO IDENTIFY AS FEMALE. ALL OF OUR VILLAGES PRIORITIZE SERVING ADULTS WHO ARE BIPOC, IDENTIFY AS FEMALE, HAVE CHRONIC CONDITIONS OR DISABILITIES, WHO ARE OLDER ADULTS, WHO ARE FLEEING INTERPERSONAL VIOLENCE, OR WHO HAVE BEEN CAMPING IN THE NEARBY AREA. IN FY 24-25, AS WE FOCUSED ON STRENGTHENING OUR INTERNAL POLICIES, PROCEDURES, TRAINING, AND PROGRAMMATIC STRUCTURES FOR STAFF AND VILLAGERS AT ALL THREE VILLAGES. AT YEAR END, PARKROSE COMMUNITY VILLAGE HAD SERVED 19 UNDUPLICATED INDIVIDUALS; 40% MADE POSITIVE EXITS TO STABLE AFFORDABLE HOUSING AND ANOTHER 20% ADDITIONAL VILLAGERS EXITED TO TEMPORARY HOUSING SITUATIONS. OUR AVALON COMMUNITY VILLAGE WAS OPEN FOR ONLY 10 MONTHS IN 2025. HOWEVER, IN THAT TIME, THE VILLAGE SERVED 17 UNDUPLICATED INDIVIDUALS, EXITED 75% TO STABLE, AFFORDABLE HOUSING, AND ACHIEVED A 92% OCCUPANCY RATE. TOGETHER, OUR PARKROSE AND AVALON MICRO-VILLAGES ACHIEVED AN AVERAGE 57% EXIT TO HOUSING RATE, OUT-PERFORMING OTHER LOCAL CONGREGATE, LARGE ALTERNATIVE, AND MOTEL SHELTERS. IN THE SPRING OF 2025, WE OPENED OUR THIRD MICRO-VILLAGE ON THE GROUNDS OF ST. ANDREWS EPISCOPAL CHURCH. THAT VILLAGE SERVES ADULTS AGED 45 AND OLDER, AS WELL AS ADULTS OF ANY AGE WITH PHYSICAL DISABILITIES. THROUGHOUT ITS CONSTRUCTION, ST. ANDREWS VILLAGE RECEIVED MORE THAN 200,000 IN VALUE OF IN-KIND DONATIONS OF MATERIALS AND VOLUNTEER LABOR AS WELL AS IN APPLIANCES AND SUPPLIES TO FURNISH AND EQUIP ITS COMMUNITY AREAS AND SLEEPING PODS. IN 2025, WE RECEIVED GRANTS FROM THE MARQUIS FOUNDATION, THE RANDALL CHARITABLE TRUST, UNITED WAY, THE ASSISTANCE LEAGUE OF GREATER PORTLAND, OREGON HEALTH AUTHORITY, AND A GO FUND ME CAMPAIGN LED BY AN EAGLE SCOUT CANDIDATE WHO BUILT A COMMUNITY GARDEN AT OUR ST. ANDREWS VILLAGE. ADDITIONALLY, WE RECEIVED A NUMBER OF INDIVIDUAL DONATIONS THROUGH THE WILLAMETTE WEEK GIVE GUIDE ANNUAL CAMPAIGN. THESE GRANTS AND INDIVIDUAL DONATIONS ALLOWED US TO OFFER A VARIETY OF TRAINING PROGRAMS FOR OUR STAFF, ENRICHMENT PROGRAMS FOR OUR VILLAGERS, NO COST BIRTH CERTIFICATES AND MOVE-OUT KITS FOR OUR VILLAGERS, AND GENERAL OPERATING SUPPORT FOR OUR NON-PROFIT.
