Mission
The mission of the Yokosuka Council on Asia-Pacific Studies is to promote the study of strategic, diplomatic, and legal issues affecting the Asia-Pacific region. Capitalizing on the Yokosuka community's unique pool of global expertise and rich maritime heritage, YCAPS seeks to build networks between individuals, promote dialogue, provide world-class educational opportunities and enable professional mentorship.
Program accomplishments
- During CY2025, YCAPS' Allied Security Practitioners' Exchange Network (ASPEN), conducted two major workshops and 13 small-group activities that engaged over 100 US-Japan Alliance security practitioners and grew the network to 160 members. ASPEN is designed to build a cohort of Alliance security professionals who share trusted social bonds forged by common professional development experiences; it provides a forum for growth and collaboration through workshops and social events in Japan. Focus areas in CY2025 included Humanitarian Assistance/Disaster Relief (HA/DR) and Integrated Air and Missile Defense (IAMD); activities combined expert seminars and collaborative decision-making exercises to strengthen professional relationships, enhance operational knowledge, and reinforce grassroots Alliance readiness and interoperability. Membership is open to Japanese and American security professionals with at least three years' experience-- including government, military/SDF, coast guard, police, defense industry, contractors, and security-focused academics--with junior- to mid-grade professionals especially encouraged to participate in a personal capacity. For more information, see: https://www.ycaps.org/aspen.Expenses $33,910 · revenue $110,000
