THE FUND WAS ESTABLISHED TO IMPROVE LABOR-MANGEMENT RELATIONSHIPS AND TO ACHIEVE BETTER WORKING CONDITIONS FOR EMPLOYEES, A MORE QUALIFIED AND SATISFIED WORKFORCE AND TO MAXIMIZE JOB SECURITY.
