These funds will be used for programs in Hampton Roads such as counseling for teens, drug and alcohol awareness (a large problem with the homeless youth), educational scholarships and community mentorship programs. 7500 7500 0 The Organization provided a grant to the Connect with a Wish organization to directly support their Supporting Success Program. This program provides resources and services to homeless young adults that are aging out of foster care. Specifically, the funds provide for movie-in expenses, rent, utilities and transportation. 111421 0 0 The organization provided funds to the Housing Resource Center ("HRC") and the Virginia Beach Department of Housing and Neighborhood Preservation to provide rental and utility deposits for homeless persons to obtain housing, pay rent for needy persons to prevent them from being evicted from their homes and becoming homeless, upgrades to the family shelter at HRC, and for various supplies utilized by residents at HRC. Specifically, during 2025, $87,200 was used to pay apartment complexes and property owners to prevent needy persons from being evicted from their homes and provide security deposits and rent to obtain housing for persons that were homeless; $13,000 was spent to upgrade the family shelter facilities and security cameras at HRC: and $6,994 for transportation of residents to and from HRC. The HRC is a one-stop facility designed to meet the full range of needs for individuals and families facing housing instability. Services provided by HRC include shelter, primary health care, case management, eviction assistance, day services and more. HRC was the first facility in Hampton Roads, Virginia to integrate and co-locate shelter, housing and ancillary homeless support services in one building. The HRC provides 29 one-bedroom efficiency apartments; 10 motel-style family shelter rooms (40 beds); 87 single shelter beds; day services that include showers, laundry, mail and housing support; a dining hall providing meals to day services and HRC shelter participants; a comprehensive primary care health center; and various homeless and human services. As a snapshot, during 2025, 64 families experiencing unsheltered homelessness requested shelter and 24 families were served in the HRC family shelter program. HRC provides the only emergency shelter in Virginia Beach specifically for families with children under 18 who are experiencing homelessness unrelated to domestic violence. 16942 14500 0 Other service accomplishments include funds for bus and rideshare transportation, move-in kits, cookware, and basic household essentials, utility costs and resource materials for homeless persons. These programs include counseling for teens, drug and alcohol awareness, educational scholarships and community mentorship programs. 5 0 Schedule I, Part I, Line 2 All grant applicants are required to complete a detailed grant application which includes, among other things, a grant proposal summary, background information on the submitting organization and its accomplishments, detailed description and budget of how funds are to be used to accomplish our mission to prevent and make homelessness rare, brief, and nonrecurring, as well as present a sustainability plan. In the following year each organization that was awarded a grant, must provide a detailed narrative and accounting of exactly how the funds were spent. The Board of Directors created a sub-committee to review all grant proposal applications and make recommendations to the full Board of Directors as to which organizations should receive funding, the amount of funding to be awarded and the rationale for selection. The full Board reviews the recommendations and summaries of the grant proposal applications provided by the sub-committee at a regularly called board meeting and votes to approve such applications prior to funding. These approvals are documented in the minutes of the Board meeting. Beginning in 2025, the Organization adopted a policy that any organization that had received a grant award for three consecutive years could not apply for a grant for one year. Form 990, Part III, Line 2 In prior years, program services were accomplished either through a grant request and application process or provided directly to the Virginia Beach Department of Housing and Neighborhood Preservation from funds received by the Organization through restricted grants specifically to be used for that purpose. In 2025, the Organization made an outright gift of $50,000 to the Charles Barker Champions for Kids, a 501(c)(3) organization. This organization is committed to the belief that the future of our community is dependent on the physical, emotional, and educational well-being of our youth. This is the first year that a gift was made to this organization and will be used to support community programs, education and scholarships for youth in Hampton Roads. These programs include counseling for teens, drug and alcohol awareness (a significant issue with our homeless youth), educational scholarships, and community mentorship programs. Form 990, Part III, Line 3 In the prior year, VB Home Now, Inc. instituted a policy to limit grant awards through its grant application process for program services to any specific organization that had received grant awards for three consecutive years, at which time the potential grantee would not be allowed to file a grant application for one year. As a result of this new policy, during 2025, several organizations that had received grant awards in the past were not allowed to submit grant applications for 2025 resulting in fewer grant awards in 2025 than prior years. Form 990, Part VI, Section B, Line 11b This Form 990 was prepared by an accounting professional, who is the Treasurer of the Organization, with knowledge and training in Form 990 preparation and non-profit accounting. The completed Form 990 was distributed to all board members of the Organization for review and comments prior to filing. Form 990, Part VI, Section B, Line 12c The conflict of interest policy was adopted by resolution of the Board of Directors to supplement the provisions already included in the articles of incorporation. The Board members are required to report any conflicts of interest on an annual basis. Additionally, the Treasurer of the Organization monitors and reviews all transactions of the Organization as part of the normal accounting process for any possible conflict of interest transactions. Form 990, Part VI, Section B, Line 15 It is currently the policy of the Board of Directors and the Organization and has been since its inception, that the President and CEO and all other officers and directors of the Organization perform their services on a volunteer basis and receive no form of compensation for such services. There are no key employees of the Organization. Form 990, Part VI, Section C, Line 19 The Organization's current financial statements and other financial information are included in this Form 990 which is available to the public when this Form 990 is filed with the IRS and are also available upon request. All governing documents and conflict of interest policy were provided and filed with the Organization's 501(c)(3) application in 2016 and made available to the public with that filing. There have been no significant changes to these documents since originally filed. Additionally, any of these documents are available upon request.
