Schedule A, Part IV, Section A, Line 2 The Fund supports scholarly projects, individual researchers, and academic initiatives through the Yerevan Center for International Education, an independent institution incorporated in Armenia. This center is affiliated with the European University at Saint Petersburg, a non-profit, non-state institution of higher learning in Russia. Since our establishment in 2004, the Fund has provided support to the European University at Saint Peterburg, as detailed in our Form 1023 application for tax-exempt status. Following the Russian invasion of Ukraine in February 2022, the Fund redirected its financial support to the Yerevan Center for International Education. Based on a thorough review of the Yerevan Center's financial information, we have determined that it qualifies as a public charity under Section 509(a)(2) of the Internal Revenue Code. Schedule A, Part IV, Section A, Line 4b All grants disbursed to individuals affiliated with the Yerevan Center for International Education are subject to a rigorous approval process. Each grant is reviewed and approved by the Fund's Board of Directors, with final authorization for fund transfers made on an individual basis. Additionally, all of the members of the Fund's Board of Directors also serve as Trustees of the Yerevan Center, where they exercise fiduciary responsibility. In this capacity, they review and approve the Yerevan Center's annual budgets, ensuring transparency and accountability in the use of all funds provided by the Fund. All members of the Fund's Board also serve on the YCIE's Board of Trustees, participating in its spring and fall meetings to ensure robust governance and alignment with the Fund's objectives. All forms of financial support to students and scholars attending YCIE programs are governed by competitive procedures overseen by the YCIE administration. When the Fund supports students and scholars currently or previously associated with the European University at St. Petersburg for their participation in educational and scholarly programs outside of the Russian Federation, the Fund engages in rigorous and equitable merit-based selection procedures or requires evidence of such procedures by host organizations.
