Through a transparent, consensus-based process, PQA develops, tests, refines, and maintains measures that address gaps in priority areas and support national quality goals. PQA quality measures are used in CMS quality programs, including Medicare Part D, the Health Insurance Marketplace, and Medicaid. The CEO's compensation should be established with the goal of attracting and retaining a Chief Executive who demonstrates a record of excellence in leadership, management, guidance, and service to members and the public, the ECC shall annually review the performance of the CEO and approve any bonus and/or salary adjustment.
