Part VI, Line 11a The accountant completes the return in conjunction with the CEO and COO. The completed return is sent to the Finance Committee for review and approval. Upon committee approval the return is presented to the Board of Directors for review and approval. The approved return is submitted to the IRS by the CEO. Part VI, Line 12c Each member of the Board of Directors must certify annually that they are in compliance with the Conflict of Interest policy. Part VI, Line 15 The CEOs salary is comparable to similar-sized charitable organizations in the Washington DC area. The salary is set by the Board of Directors. The CEO reviews and determines key staff salaries based on a review of industry rates and the organizations revenue and salary structure and in accordance with the acceptable salary parameters of the organizations grants and contracts. The process and salary determinations are documented and reported to the Finance Committee. Part VI, Line 19 Both paper and digital copies of the Form 1023 and Form 990 are available from the organization. Part XII, Line 3b A subaward with a federal pass-through entity with a budget period beginning in 2023 was not executed until 2024. Unanticipated reimbursement for expenditures accrued in 2023 was received on August 14 2024. These funds increased the organizations reimbursed expenditures for 2023 marginally above the threshold for federal assistance. The organization has engaged with an accounting firm to complete the required audit and will immediately submit the return to the proper authorities.
