The Service Fund operates under the control of the supported organization, without naming the organization. Part IV, Section A, Line 1: The SODO Service Fund designates supported organizations by purpose. Supported organizations must have a mission consistent with promoting economic development and supporting safety, cleanliness, and transportation within the SODO Business District. Currently, the SODO Business Improvement Area (SODO BIA) satisfies this designation and is the only supported organization. The Service Fund may, in the future, support other organizations or businesses located in the SODO district that share this purpose. Part IV, Section A, Line 3b: SODO Business Improvement Area (SODO BIA) completes the Section 509(a)(2) public support test on an annual basis when the Form 990 is prepared and provides the calculation and related supporting schedules to the Fund to retain for its records. For the current tax year, the Fund confirmed that SODO BIA continues to satisfy the public support test as required. Part IV, Section A, Line 3c: Funding must meet the charitable purpose of the Fund and is screened against established criteria by the board member overseeing the transaction. All assistance to SODO BIA is in support of charitable activities conducted by SODO BIA that fulfill the exempt purpose of the Fund.
