Income in excess of these stated obligations may be directed to support the programs of the Valley and are to be primarily for, but not restricted to capital improvements, as the Valley Trustees may determine. Form 990, Part VI, Section A, Line 6 "Members" are all regular or plural, active fraternal members of the Valley of Bloomington A.A.S.R. if which there were approximately 616 at the close of the fiscal year. Form 990, Part VI, Section A, Line 7a Officers and Trustees are elected by the membership at the Annual Meeting of the Valley of Bloomington which is held each May. Form 990, Part VI, Section A, Line 7b Any changes to the bylaws of the Valley, including changes in dues and fees, or to authorize an invasion of the capital of the Permanent Investment Fund must be brought before a meeting of the general membership after necessary formal notice and then must be approved by a specified majority of those members present and voting. Form 990, Part VI, Section B, Line 11b The governing board of trustees each receive an electronic copy of the IRS Form 990 which is then reviewed along with complete annual financial reports and statement of financial position at a regular meeting prior to the Form 990 being signed and submitted.
