The organization did not complete the mechanical public support test under IRC Sections 170(b)(1)(A)(vi) or 509(a)(2) for the periods of 990N filing. IFOM continues to operate as a public charity under the "facts and circumstances" test described in Treas. Reg. 1.170A-9(f)(3). These factors include: Percentage of financial support, sources of support, representative governing body, public facilities/services and participation amoung others. IFOM was founded by Dr. Riaz-ul Haque, Professor Emeritus University of Illinois, to advance science and education. Following Dr. Haque's medical limitations in 2013 operations slowed, and power of attorney was executed in 2018. From 2018-2022, the foundation was largely dormant, generating limited income from small sales of laboratory kits while family loans covered necessary operating expenses to keep the IFOM building that houses the scientific equipment and supplies acquired in pursuit of the mission operational. In 2023-2024, IFOM renewed charitable activity by donating over ten box trucks of medical supplies through Project Cure for international relief efforts in Africa, Gaza, and Ukraine, and an additional five to seven box trucks of scientific equipment to local schools and colleges. These donations furthered IFOM's educational mission and public benefit purpose. Remaining materials are being preserved for continued educational use as IFOM transitions to operate as The Center for General and Applied Education, offering updated digital learning materials and community workshops in science, art, and music. The board is recruiting additional members who represent the board interest and is undertaking plans for additional public support. Although IFOM's quantitative public support ratio temporarily fell below the required threshold due to dormancy, its historical pattern of community benefit, open educational access, and ongoing program development demonstrates that it remains organized and operated for public, not private, benefit under the facts and circumstances test.
