The City of Frisco is authorized to engage in all lawful collection practices in connection with the collection of such assessments. The City of Frisco is entitled to retain a collection fee in the amount of two (2) percent of all assessments collected. No interest or penalties for late assessment collections or payments shall be due from the City of Frisco. The timing of disbursement of assessments funds to be made by the City of Frisco to the Frisco TPIDC are to be determined by the City of Frisco. Marla Roe received $50,000 from the City of Frisco for services provided to Frisco TPIDC.
