<PrimaryExemptPurposeTxt>Our volunteer organization's purpose is to promote recreational boating safety and education in the operation of jet skis, and small boats at the public launch ramp at Shelter Island, in San Diego Bay. We monitor the ramp for persons needing assistance in launching/recovering their vessel, and observe the ramp to alert the San Diego Harbor Police in case of emergencies. In Addition, we assist the Harbor Police in watching for suspicious activity related to the smuggling of people or illegal cargo (primarily from Mexico) in small boats that come to the launch ramp to dock and unload. Such vessels are usually reported as stolen. The Harbor Police does not have a permanent presence at the launch ramp, so we assist them in monitoring the ramp at the times of greatest use.</PrimaryExemptPurposeTxt>

<DescriptionProgramSrvcAccomTxt>The sole program of this organization is to educate & assist boaters in safe launch/recovery and use of their recreational vessels at the Shelter Island public launch ramp. All members of our organization are volunteers. We aid in keeping the launch ramp & neighboring beach area clean. Members manage trailer traffic for 10 ramp lanes and provide information to visitors/tourists to the launch ramp/Shoreline Park area. Studies by the Unified Port District of San Diego have shown the Shelter Island Launch Ramp is used for approximately 50,000 launch/recoveries per year. It's the busiest launch ramp in all of California! We assist several thousand boaters a year in launch/recovery at the ramp. All free. We are an all-volunteer organization. We assist the Port of S.D., the S.D. Harbor Police, and CPB in monitoring the ramp. No member of our organization receives a salary or other monetary compensation for their services. All services are voluntary. We sell nothing. We do not support any political group with funds or activity.</DescriptionProgramSrvcAccomTxt>

<ExplanationTxt>At the end of the year 2024 a new Board of Directors for the club was installed. The person who became purser for 2025 was given all the financial records in December by the former purser. It was found that the new purser was ineligible to be added to the bank account at Navy Federal Credit Union. This required a transfer of the cash assets to a new bank. After a couple of weeks it was determined that San Diego County Credit Union would hold the new bank account. Further, the transition was delayed a few weeks in December/January by the Board in determining who would also be named on the new account. Not all Board members were cooperative in making the decision. Once this issue was settled assets were transferred in two separate transactions a couple of weeks apart. Then the new purser claimed to the membership that the transfer of assets was incomplete and that some of the assets were missing. This was false, but an investigation, and audit was initiated using the only document available, the checkbook register. Meanwhile, a formal complaint was made against the purser for certain statements and actions. A new committee was initiated to examine the complaint. This resulted in the purser's expulsion from the club. However, all club banking records were in the possession of the expelled person. The expelled person was also removed from access to the bank account. But, online access to the bank statements was unavailable to the Board since online access was directed to the expelled person. Materials needed to make the 990EZ filing were unavailable for a while. Beginning in early June 2025 access to bank records was again established by the Board and the audit and investigation showed that no assets were missing. In sum, in the first few months of being in office the new purser caused a series of events which resulted in bitter division, an audit and an investigation, which showed that no assets were missing. However, division within the new Board members in the early months of the year resulted in loss of access to bank account records. The new Board was also largely occupied with the issue of how to deal with the expelled member since some members of the club remain supportive. Meanwhile, the members of the Board also needed time for focus on their employment and personal affairs. The entire episode was new territory for Board members to navigate through within the club bylaws and procedures. An extension should have been filed, but we continued to hope that things would soon be resolved and the filing made appropriately. Lesson learned.</ExplanationTxt>
