The WDB has used the same accounting process for over 10 years During the filing period, the organization experienced an unexpected and significant change in leadership, including the departure of key administrative personnel who were responsible for managing regulatory filings and compliance tasks. The transition created an unforeseen gap in internal oversight, and as a result, the responsibility for submitting the Form 990 extension was not properly transferred or completed. Due to the disruption caused by the leadership turnover, the extension deadline was inadvertently missed. Once the new leadership became aware of the oversight, they acted promptly to complete and submit the Form 990 and immediately implemented corrective measures to ensure future compliance. 1. Reassigning compliance oversight to designated staff members and confirming accountability roles. 2. Implementing a compliance calendar and automated reminders for all federal and state filing deadlines. This was an isolated administrative oversight caused by circumstances outside the organization's normal operations. SOLANO COUNTY PRIVATE INDUSTRY COUNCIL INC has an established history of timely filing and takes its compliance responsibilities seriously. The organization has now fully restored its internal controls and procedures to prevent recurrence. For these reasons, we respectfully request that the IRS consider this explanation as reasonable cause and abate the penalties for the late filing.
