After submission of the grant applications, our grant committee reviews the grant requests. Questions are sent back to the applicants for clarification/responses. Once all questions/issues are resolved, the committee submits a recommendation to our Board of Directors on an amount to award to each applicant school or organization. The applicants then receive a grant letter which specifies the amount and reiterates the specific guidelines for use of awarded grant funds. Porto leadership visits the schools and talks with parents throughout the school year to assess the Dioceses Programs. But he also had to submit an expense report for all expenditures for that $250/month. Schedule J, Part I, Line 3 The executive committee of the organization (made up of the president, vice president, secretary, treasurer, and development committee chair), after researching for a comparative analysis of similar positions in the northern Virginia area, decided on a salary and benefits package. That amount was approved by the board of directors. Once completed, they were all provided to the Finance Committee, Internal Audit Committee, and Executive Committee for review. After review, the treasurer adjudicated the comments/questions/issues with the group. After all adjudications were resolved, the COO provided the documents to the Board of Directors for review and comment. All comments were addressed and questions answered. After Board Review, the president directed the treasurer to sign the 990. The treasurer submitted the documents to the IRS. The COO distributed the 990 and posted on our website. Form 990, Part VI, Section B, Line 12c Form 990, Part VI, Section B, Line 12c - Directors annually disclose interests that could give rise to conflict and abstain from voting on matters when they are not independent. Form 990, Part VI, Section B, Line 15 Form 990, Part VI, Section B, Line 15 - The organization has the executive committee review and the full board approve the Executive Director's compensation. The Finance Committee provides input if requested on available funding for any additional compensation. They compare it to other local non-profit salaries. Subsequent raises and bonuses are based on the charities performance vs objectives, and cost of living adjustments. At the end of 2023, our only employee is our Executive Director. Form 990, Part VI, Section C, Line 19 Form 990, Part VI, Section C, Line 19 - Porto will provide 2022 fiscal year financial report of our budget performance in our 2022 annual report. The annual report will be mailed to donors who made gifts totaling $2,000 or more during the fiscal year. All donors and constituents in the database will receive a link to review annual report online at https://portocharities.org/. Porto makes its governing documents, conflict of interest policy and financial statement available to the public on its website and upon request. Form 990, Part XII, Line 1 In 2023, we switched to accrual accounting because our gala was a huge success in part because we accepted Pledges. We want those pledges to be recognized as income while we were still waiting payments. We asked for, and received, permission for late submission so that we could complete the Audit. Our audit started on 4/28/24.
