<ExplanationTxt>CPS Scholarships: Through the Prevention Fellowship grant, NJPN provides scholarships to Certified Prevention Specialist students attending approved CPS classes offered at an approved prevention agency in the state. Students must submit an application for review and must meet specific criteria set by NJDMHAS for approval. NJPN provides scholarship codes to the students to attend approved classes. Each month the host agency invoices NJPN for reimbursement for the scholarship students that successfully complete the course and receives the agreed upon amount per student plus a small administrative fee. Online CADC Scholarships: Through the ATWD grant, NJPN permits a limited number of students (based on the budgeted amount) in need of five or less courses to graduate to take their remaining courses through a web-based program. NJPN registers the students using the online course service provider program, which generates a user name and password for approved students to log on and take the course. NJPN receives a weekly report from the online course provider indicating which students successfully completed the course requirements within that specific week so NJPN may track student progress and number of scholarships distributed. Each month the online course provider invoices NJPN for reimbursement and receives the agreed upon amount per student plus an administrative fee. ACS Online Scholarships: Through the ATWD grant, NJPN provides scholarships to individuals attending approved ACS sessions. Students must submit an application for review and must meet specific criteria set by NJDMHAS for approval. NJPN provides scholarship vouchers to the students attending approved classes. Each month the host agencies invoice NJPN for reimbursement for the scholarship students that successfully complete the course and receives the agreed upon amount per student plus a small administrative fee. Peer Ethics: All scholarships, whether they are paid to agencies or individuals, were paid as reimbursements. In order to receive reimbursement, proof of certification must be provided for either CPRS Certification, NAADAC Membership, or CCAR RCA Training Registration. Other: All other scholarships provided are reviewed by the department Director to ensure compliance with NJPN's internal policies and those of our funder, DMHAS.</ExplanationTxt>

<ExplanationTxt>Addictions Training and Workforce Development (ATWD) Project: This comprehensive workforce development project provides the required 270 hours of education needed for individuals who are interested in becoming licensed or certified alcohol and drug counselors. The full curriculum of courses is provided though synchronous and interactive virtual sessions which take place four days a week. All initial and advance renewal courses are free of charge to qualified participants working in a New Jersey Division of Mental Health and Addiction Services (DMHAS) licensed facility. Scholarships for classes for those interested in becoming a Certified Prevention Specialist (CPS) and virtual training for Chemical Dependency Associate (CDA) and Certified Clinical Supervisors (CCS) are also offered through the ATWD project. Peer Recovery Support Services Workforce Development Overview: This workforce development project provides the required peer recovery support trainings to all NJ Peer Workers working within DMHAS peer recovery support service initiatives. These initiatives take place in various community settings such as hospitals, prison systems, law enforcement, recovery centers, formal treatment settings, prevention agencies, child protection and child welfare agencies, educational settings, and community and behavioral health centers. NJPN is an approved education provider for the National Association for Alcoholism and Drug Abuse Counselor (NAADAC), the Association for Addiction Professionals and the Addiction Professionals Certification Board. Therefore, the peer recovery support trainings which NJPN provide are approved for initial coursework and renewal credits that can be applied towards peer credentials such as the Certified Peer Recovery Specialist (CPRS) and the National Certified Peer Recovery Support Specialist (NCPRSS). Mindfulness (Professional Development SOR): The Peer Workforce Development Program Initiative plays a crucial role in supporting mindfulness within the helping profession. One of its primary objectives is to expand and enhance professional development training opportunities for individuals in various roles, including peer workers, social workers, addiction counselors, and more. NJPN achieves this through scholarships for diverse training formats, ensuring criteria alignment with DMHAS goals. Furthermore, the initiative focuses on enhancing professional knowledge, skills, and attitudes related to self-care, emotional wellness, and mindfulness-based recovery. It offers holistic stress management techniques, including mindfulness-based recovery, meditation, deep breathing, and muscle relaxation training, through onsite or virtual programs. Participants can continue their learning journey with supportive sessions and skill-based trainings. NJPN goes beyond training by promoting and supporting these opportunities through customer service, marketing campaigns, and an accessible repository of educational materials. They also offer Mindfulness Practice Downloadable Apps to enhance skill development. Finally, the program ensures its effectiveness through a robust evaluation method, involving quarterly reports, data collection, collaboration with independent evaluators, and a comprehensive database for tracking student progress. This comprehensive approach demonstrates NJPN's commitment to promoting mindfulness and well-being in the helping profession. Peer Certificate: The NJPN Peer Certificate Program, spanning from July 1, 2022, to September 30, 2025, is dedicated to enhancing peer recovery support services through specialized certifications. The program's first objective is to extend the existing peer certifications (CPRS & NCPRSS) by creating specialized certifications tailored to specific peer recovery support settings, such as hospitals, communities, maternal care, family engagement, faith-based initiatives, and more. NJPN collaborates with experts to develop relevant content, ensuring it aligns with the latest research and evidence-based practices. Trainings leading to these "Specialty Certifications" will encompass critical topics in the peer recovery support services field. NJPN engages state and national experts to identify pertinent areas and hosts discussions with key stakeholders to shape training topics and formats. The program carefully designs curricula and materials, prepares trainers, and offers multiple certifications over four years. Moreover, NJPN may seek certification board approval and provide reimbursement for certificate fees, reducing barriers to participation. Promoting and supporting these "Specialty Certifications" is central to the program's mission. NJPN employs strategic marketing campaigns across various platforms and offers customer service and technical assistance. They maintain a robust customer service system, providing educational resources, links, and support to participants. Adaptability is key, with NJPN ready to respond to changing needs. To ensure the program's effectiveness, NJPN implements comprehensive data collection methodologies. They provide regular reports to DMHAS, incorporating quantitative and qualitative data, including surveys and interviews, to evaluate outcomes. NJPN tracks progress, collects feedback on skill implementation from students and supervisors, and assesses the need for additional professional training resources. The program maintains a detailed database for tracking and monitoring student progress, ultimately contributing to the success of the peer specialization program. Peer Roster: The Peer Workforce Development Program is dedicated to establishing and maintaining a comprehensive peer roster system that plays a pivotal role in tracking the progress and training completion of peer recovery specialists across all DMHAS funded peer initiatives. This dynamic roster is designed to facilitate the advancement of peer recovery specialists on their journey towards achieving both state and national peer certifications, specifically the Certified Peer Recovery Specialist (CPRS) offered by the Certification Board of New Jersey and the National Certified Peer Recovery Support Specialist (NCPRSS) certification. The program is committed to ensuring that peer recovery specialists receive the necessary training and support to excel in their roles. It meticulously records and monitors each specialist's training achievements, enabling them to access the resources and guidance required for certification. The roster serves as a valuable tool for tracking their professional development, identifying areas for improvement, and providing targeted support to enhance their skill sets. Through this program, NJPN fosters a community of peer recovery specialists who are not only well-prepared for their roles but also on the path to gaining state and national recognition for their expertise. By centralizing training records and progress monitoring, NJPN empowers these dedicated individuals to contribute significantly to the field of peer support services and, ultimately, to the well-being of the communities they serve. Training and Technical Assistance for the State's Regional Substance Abuse Prevention Coalitions: DMHAS created a network of Regional Coalitions to address the state's substance abuse prevention priorities. NJPN was selected to provide technical assistance and support to the 17 Regional Coalitions regarding implementing the Strategic Prevention Framework including needs assessment, capacity building, planning, and implementation. Guided by national research as well as its own experiences, NJPN facilitates, participates in, and provides technical assistance and support to the 17 coalitions. NJPN works with each regional coalition to successfully assess data, determine consumption patterns and consequences, prioritize needs, and develop a comprehensive strategic plan and logic model specific to their region and based upon relevant topics as guided by the four state-identified priorities. Through trainings, webinars and one-on-one technical assistance, NJPN is supporting the effective implementation of environmental strategies that will make population-level change within New Jersey.</ExplanationTxt>

<ExplanationTxt>Military Personnel and their Families: NJPN coordinates this statewide project to provide evidence-based prevention programs to active military, veterans and their families through a network of statewide prevention partners. Military personnel and their families are facing many challenges that can significantly impact their lives. Often, these challenges trigger stressors that can lead to family dysfunction, substance abuse, and other negative outcomes. NJPN developed two evidence-based programs to help support our New Jersey military community: Military Family Nights and Achieving Personal Balance. These programs build on the strengthens of these inspiring individuals and families and provide an opportunity to focus on family and life balance through parental and youth skill building, improved family communication and healthy coping skills to reduce stress. Tobacco Free for a Healthy NJ: NJPN coordinates the Tobacco Free for a Healthy NJ (TFHNJ), a statewide project focusing on increasing our residents' access to smoke-free air where they work, live, and play. NJPN receives funding from the New Jersey Department of Health, Office of Tobacco Control, Nutrition and Fitness to provide regional outreach efforts in partnership with Atlantic Prevention Resources and the Center for Prevention and Counseling. The TFHNJ Program works to reduce tobacco use and the negative impact of secondhand smoke in all counties of New Jersey. This project has multiple components. TFHNJ promotes opportunities for smoke-free living by providing training and technical assistance to housing authorities, property managers, and landlords who want to transition their multi-unit housing complexes to smoke-free housing. TFHNJ recognizes that colleges and universities play a critical role in addressing this growing public health issue. TFHNJ has committed to support all New Jersey campuses to work towards 100% tobacco-free policies by pulling together resources and best practices from around the country to make them available to New Jersey campuses The program also provides business owners with help improving or creating new Worksite Wellness initiatives to support cessation and reduce tobacco use among our workforce. In addition, NJPN staff provides technical assistance to municipalities to create smoke-free outdoor ordinances as well as to reduce youth access to cigarettes, e-cigarettes and hookah by implementing point-of-sale strategies in establishments that sell these products. Lastly, Tobacco Free for a Healthy NJ is working with NJ youth through Youth Tobacco Action Groups - a prevention and cessation program for youth ages 13-18. Each county in New Jersey has a county youth tobacco action group. These groups are working to decrease youth tobacco use and initiation. NJ Drug Free Communities (IMPACT NJ): In September 2020, the IMPACT NJ Coalition received a Drug-free Communities grant from the Office of National Drug Control Policy (ONDCP). It is currently the only statewide grant of this kind in the country. The IMPACT NJ Coalition focuses on reducing marijuana and tobacco use among youth ages 18 and under throughout the State of New Jersey. Building from current and previous coalitions coordinated by NJPN, IMPACT NJ brings together state and local leaders who are dedicated to sharing their expertise and time and work collaboratively to achieve common goals. The mission of the IMPACT NJ Coalition is to reduce substance use and abuse among youth through strong collaboration with key stakeholders, building capacity among members based on best practices, implementing evidence-based environmental strategies, and advocating for positive community changes. NJ Highway Traffic Safety: A special educational track was created for NJPN's Annual Addiction Conference that was funded through the Division of Highway Traffic Safety Department. This track targeted preventionists and offered a power session and two workshops that made the connection between drug and alcohol use by youth and the high risk of drinking and drugged driving. Annual Addiction Conference: NJPN's Annual Addiction Conference was held virtually this year on May 18th and 19th with more than 1,800 professionals who joined the virtual platform to engage with service providers across the continuum of care and learn from experts in the field of addiction. The conference is on educating the state's front-line professionals about critical issues surrounding substance abuse and providing a unique forum for networking, collaboration, and workforce development. Educational sessions taught by national and state experts provide attendees with the latest research and information pertinent to their respective fields. This virtual venue provides an opportunity for the addiction community to come together to learn more about their specific area of focus, as well as other topics and issues that will help to create a stronger continuum of care in New Jersey. Wellness Initiative for Senior Education (WISE): The WISE Program is a wellness and prevention program targeting older adults, which is designed to help them celebrate healthy aging, make healthy lifestyle choices and avoid substance misuse. It provides valuable educational services to older adults on topics including medication misuse and management, stress management, depression, and substance misuse. Created by NJPN and implemented locally by prevention agencies across the country, WISE promotes health through education concerning high-risk behaviors in older adults. The curriculum is listed on SAMHSA's National Registry of Evidence-based Programs and Practices (NREPP) and the Administration for Community Living's Aging and Disability Evidence-Based Programs and Practices (ADEPP). NJPN provides Facilitator Trainings in New Jersey and across the country to prepare professionals to implement this evidence-based curriculum and we have trained hundreds of facilitators that are currently implementing this program in over 10 states. Be The One Mobile Application: The Rutgers School of Social Work asked NJPN to collaborate with them to create a mobile app to support the efforts of the Regional Substance Abuse Prevention Coalitions. The result of this collaboration is Be The One, designed to invite users to share their view and take action. Be The One empowers people throughout New Jersey to make a difference in their county, by capturing and reporting the good and bad that impacts communities as it relates to substance abuse and youth. The app is a tool to post photos displaying a view of the community which will help local prevention coalitions focused on creating healthier communities in the county. It encourages everyone to "Be The One" to make a difference. The app also connects users to resources and tools to help themselves, a friend, or a family member that is in trouble with drugs or alcohol. Evaluation Support for the Regional Coalitions: NJPN has been contracted by Rutgers to assist them in providing evaluation support to the 17 Regional Coalitions. The Evaluation Team has created consistent data collection tools that the Regional Coalitions have utilized during their needs assessment process to capture statewide information on the substance abuse trends, policy scan details and prevention resources. WISE for Veterans: NJPN was awarded funding to make necessary modifications to the established WISE program to develop the WISE for Vets curriculum. This program has a target population of working with older adult veteran populations. The curriculum was modified to meet the needs of the population being served and two pilot programs were facilitated by a seasoned preventionist with expertise working with older adults using WISE and working with the military using Achieving Personal Balance. Prevention Hub: NJPN was provided funding to create the Prevention Hub, which is a statewide system of provider agencies that serve as local connectors to substance use prevention programs and resources available in each of NJ's 21 counties, providing residents and professionals with evidence-based prevention education, interventions, strategies, and programs to support all sectors of the community, including youth, parents, schools, law enforcement, faith-based organizations, and others.</ExplanationTxt>

<ExplanationTxt>For NJ residents to thrive in a safe and healthy environment, communities must address the numerous risk factors that affect our youth, families, and the broader population so that we can collectively reduce early use of alcohol and other drugs, typically the first step on the path to addiction. NJPN provides technical assistance and training to the county Prevention Hub which can build more resilient communities across the state. Services available through www.njpreventionhub.org include a warmline, access to individual and family services, screening resources and policy toolkits to support schools and communities. Partnership for Success Project: NJPN received funding to provide training and technical assistance to the Regional prevention coalitions as they guided their local County Interagency Coordinating Councils (CIACCs) through the five-step Strategic Prevention Framework. This process includes conducting a needs assessment, identifying root causes and local conditions contributing to drug and alcohol use and selecting appropriate interventions to address these risk factors, enhancing the CSOC prevention infrastructure to ensure statewide prevention efforts reach youth. Through the implementation of this initiative, policies and practices among youth serving systems will be improved to reduce the risk factors and enhance the protective factors associated with behavioral health disorders. Prevention Fellowship: NJPN was awarded funding to develop the first ever Prevention Fellowship program in NJ. The goal of the program is to expand New Jersey's prevention workforce to ensure that evidence-based quality services are being provided to the diverse communities across the state. During the multi-year project ending in March 2025, NJPN will recruit and select a cohort of young professionals with diverse backgrounds and experience to become part of the Prevention Fellowship Program. Fellows will complete the required 120 hours of coursework toward their CPS certification and then will be placed in partner agencies to gain experience working in the field. NJPN is also strengthening the CPS course work being provided for all prevention professionals in NJ. We are encouraging agencies to encourage current staff to become a CPS. Opioid Report: NJPN was awarded a grant from DMHAS to develop a state report highlighting programs and interventions that they have funded to address the opioid crisis in New Jersey. We created the first ever report covering the 2019 and 2020 calendar year, which was approved for distribution in late 2022. This 75-page, multi-color designed report has been printed and ready for distribution by DMHAS. NJPN is now working with DMHAS to complete the 2021-2022 report which will be completed in the fall of 2023. RTI SFP ACEs Research Project: NJPN is a sub-grantee of a CDC grant awarded to RTI to conduct a research study entitled Evaluating an ACEs-Targeting Advocate Model of a Substance Use Prevention Program. The goal of the study is to determine if adding a trauma-informed Family Advocate into the evidence-based Strengthening Families Program (SFP) would mitigate the harms of Adverse Childhood Experiences (ACEs), prevent future ACEs among the children in the families participating and ultimately prevent substance use and overdose. NJPN will be contracting with 6 - 7 prevention agencies per year for the implementation of the 11 week SFP under the study protocol. Risk Messaging: Partnering with the Public Good Projects (PGP), NJPN is creating a comprehensive multi-media youth campaign (Just the Facts NJ) addressing the risk of substance use and misuse among teens. A website is being created to provide additional information to youth related to the facts about the negative effects of drug use. In addition, a branded parent campaign (Guide, Connect, Empower) will complement the goals of the youth campaign and provide a website full of public health information and resources for parents. NJSIAA Youth Athlete Project: NJPN is partnering with NJ State Interscholastic Athletic Association (NJSIAA) to create and promote youth messaging throughout the statewide athletic events hosted by NJSIAA. NJPN will create public health messages for youth and in particular, youth athletes and their parents. Messages will direct people to the Prevention Hub website to access additional information and resources.</ExplanationTxt>
