Form 990, Part VI, Section B, Line 11b The return is reviewed by the Finance Committee, the bookkeeper, and the Executive Director prior to filing. The full Board reviews the return after it has been filed. Form 990, Part VI, Section B, Line 12c Compliance with the policy is monitored by requiring Board members to sign the conflict of interest policy annually at the start of each calendar year at which time they are also required to disclose any interests that may become a conflict of interest. Form 990, Part VI, Section B, Line 15a b Compensation for the Executive Director and Construction Supervisor/Manager are approved by independent persons, those being the Finance Committee members, Executive Committee members, and Board of Directors. The Construction Supervisor/Manager, if that person also happens to be a Board Member, would always abstain from Board discussion and approval of his/her salary. The Executive Director determines the compensation for the rest of the staff however, the Board of Directors ultimately decide if all employees compensations are reasonable based on their review of the fiscal year budgets.
