The Initiative aims to support the delivery of seed of improved, climate-resilient, market-preferred and nutritious varieties of priority crops that embody a high rate of genetic gain to farmers, ensuring equitable access for women and other disadvantaged groups. NML developed a study that examined efforts by the Government of Rwanda to improve the legal and regulatory enabling environment for seed trade in Rwanda, including assessment of existing regulatory gaps and proposed interventions that could be taken to address challenges. The study applied NMLs regulatory systems maps (RSMs) tool, which visually depicts regulatory systems, processes, procedures, and their implementation in a step-by-step manner, emphasizing gaps, bottlenecks, and good practices found in law and practice (Kuhlmann, 2021; Kuhlmann et al., 2017). NML also conducted a workshop in Uganda in partnership with IFPRI to launch a study with RSMs previously developed in 2022 focused on the regulatory enabling environment for seed in Uganda. NML also developed learning materials on licensing for National Agricultural Research Extension Systems (NARES) which included an updated annotated licensing guide, an annotated intellectual assets (IA) policy, and an initial curriculum for an ongoing course on licensing.International Maize and Wheat Improvement Center (CIMYYT): In 2023, NML partnered with CIMMYT, an international CGIAR Research Center, focused on creating a more productive, inclusive, and resilient agri-food system (under the Accelerated Varietal Improvement and Seed Delivery of Legumes and Cereals in Africa (AVISA) Project, now the Dryland Legumes and Cereals Project). NML worked on activities designed to support the enabling environment for regulatory policies on variety release and registration, germplasm sharing, and IA management in Tanzania. Specific activities included identification of Tanzanian needs/gaps in licensing and two licensing training sessions for NARES in Tanzania.Consortium Independent Study on Moratorium on Customs Duties on Electronic Transmissions: NML worked on an independent, partly self-funded study with a consortium of partners including AWS and SIA, entitled The MSME Moratorium: Stories from MSMEs in South Africa and Kenya on the WTO Moratorium on Customs Duties on Electronic Transmissions. The study relied on extensive fieldwork carried out in Kenya and South Africa to evaluate the potential effects of the Moratoriums expiration on micro-, small, and medium sized enterprises (MSMEs). The findings underscore the importance of inclusive trade policymaking, engaging stakeholders in consultations, and considering the voices of MSMEs in crafting new trade rules that affect digital trade.Nathan Associates LLC (now the Cadmus Group LLC): NML partnered on a project focused on building capacity of Asia Pacific Economic Cooperation (APEC) economies to develop trade agreements that promote the inclusion of MSMEs, women, Indigenous communities, and others with untapped economic potential in the global economy. The activities under the project aimed to strengthen APEC Committee on Trade and Investment (CTI) members awareness of concepts and research related to inclusive trade, and to highlight existing efforts by economies to incorporate inclusion in trade agreements and trade policy.Cornell University: NML worked on a project with Cornell and U.S. Agency for International Development (USAID) Feed the Future partners and the broader international development community on management of intellectual assets developed under federally funded projects. The project was co-led through the Feed the Future Innovation Lab for Crop Improvement (ILCI) based at Cornell. Based on analysis, interviews, and case studies, the study highlighted common challenges in intellectual asset management, scaling, and dissemination, leading to recommendations on how to strengthen agricultural technology dissemination and scaling and suggestions for developing a tailored USAID framework on management of agricultural technology.United States Department of Agriculture (USDA) and Texas A&M Universitys Center for Education Technologies (TAMU): In 2023, NML collaborated with USDA in partnership with TAMU to develop a companion toolkit to the WTO Standards and Trade and Development Facility (STDF) Good Regulatory Practices (GRP) toolkit on Sanitary and Phytosanitary (SPS) measures that can be used by governments, USDA, and USAID to bolster the adoption of GRPs in SPS activities globally. The toolkit includes operational templates and implementation guidance for SPS stakeholder consultations, regulatory reviews, and due diligence in SPS regulatory reforms for food safety, animal, and plant health.The African Fertilizer and Agribusiness Partnership: NML began a partnership with the African Fertilizer and Agribusiness Partnership (AFAP) in 2016 with the support of the Alliance for a Green Revolution in Africa (AGRA) to focus on legal and regulatory aspects of the fertilizer sector in sub-Saharan Africa and regional alignment of fertilizer laws and regulations.
