This generally includes paying for contraband detecting dogs to be brought in on a random basis to check for the presence of such items, and paying for upgrades and/or repairs to the school's video surveillance system. We (the Board of Directors and then the Association itself) decide on the annual donation amount based on our financial condition towards the end of the year and any other competing priorities, but we then leave the specifics of how to spend the money (i.e., between the dogs and the cameras, and the specifics of such expenditures) up to the school's discretion. The school reports back generally as to how the money was spent, including usually providing a demonstration of the dogs in action at our fundraising tea. For 990 Schedule I, Part III (Grants to Domestic Individuals), there are two different components. The first is that we award $500 scholarships to graduating seniors who were PTSA members by the deadline (December 31), based on a short application and essay and a recommendation from a teacher or school staff person. The number of such scholarships is set by the Board and Association based on funds availability as well as on the number of qualifying applicants. This year there were eleven. In addition, there is one scholarship that is awarded based on perfect attendance and on other criteria set by the school -- the school decides that one winner, which we fund and award. For that one scholarship, the recipient does not need to be a PTSA member. Lastly, the other component of Grants to Domestic Individuals, is that we provide some financial aid in the form of $25 gift cards (usually to Target) to indigent students most in need for necessities such as toiletries, clothing items, and/or food. The school's counselors determine whom to give these gift cards to, and how many (generally one or two per person), based on their superior first-hand knowledge of the financial situation of these kids, many of whom are homeless or living in a vehicle). The Board and Association decide how many such gift cards to provide to the school for this purpose -- usually about 40 per year ($1,000 total). This year we spent $950 on this. Alexander Alonzo Son of President Fernando Alonzo 500 Senior Scholarship We provide a number of Senior Scholarships each year to members Schedule L, Part III As noted on Schedule I, we provide a number of $500 scholarships each year to graduating seniors who are members, based on an application and teacher or school staff recommendation. This year there were eleven of these scholarships. A selection committee that did not include anyone whose child was an applicant (or even a senior) was formed, in order to avoid even the appearance of a conflict of interest. The applications were also anonymized such that the committee members did not know who the applicants were. Thus, Alexander Alonzo's relationship to President Fernando Alonzo did not and could not have played any part whatsoever in his scholarship award. Form 990, Part VI, Section A, Line 6 The organization is an association with members. Form 990, Part VI, Section A, Line 7a The members of the association elect the members of the governing body. There is only one class of members. Form 990, Part VI, Section A, Line 7b The members of the Association make or approve a number of decisions, including (without limitation) the adoption of the annual budget, the approval of the financial review(s), the approval of Association meeting minutes, and the approval of many significant expenditures and activities. The members of the Association also must approve any changes to the Bylaws, although there were no such changes this year. Form 990, Part VI, Section A, Line 8b There are no such committees. Form 990, Part VI, Section B, Line 11b This Form 990 was prepared by the 2022-2023 Treasurer, who also prepared the several previous tax returns (although those were all Form 990-EZ's). The current President (who was the Secretary during 2022-2023) reviewed the Form 990 and signed it before filing. Copies will be provided to all members of the governing board after filing. Form 990, Part VI, Section B, Line 12c This organization uses the standard California State PTA Conflict/Whistleblower Policy, and all board members are required to annually sign an acknowledgment and disclose any interests that could give rise to conflicts. Form 990, Part VI, Section B, Line 15 The organization has no paid officials or employees. No one receives compensation from the organization. We are 100% volunteers. Form 990, Part VI, Section C, Line 19 These documents are not generally made available to the public. This is the first time ever to my knowledge that we have had to prepare a full Form 990 (because we are just barely over the $200K revenue limit this year). In the past, we have always been able to use the 990-EZ. I had no idea that the full 990 would be so much more complicated and so much more time-consuming than the 990-EZ that I have prepared many times in the past. Normally, the 990-EZ takes me less than 8 hours to prepare. I would estimate that I have spent more than 50 hours working on this full 990 already (and it isn't even filed yet). I would also like to point out that probably unlike most charities that have to prepare a full 990, we have no paid employees, no accountant and no lawyer. Everyone involved here is a volunteer, and we all have actual jobs and other commitments. It is very upsetting to me personally that this tax return is so late. I have been heavily involved in PTA at various units and levels for over a decade, and have filed taxes many times before. I have never filed late before (although, as noted above, that has mostly been the 990-EZ, plus a few times the 990N -- never before the full 990). And I don't intend to file late ever again in the future. I now know more about the 990 having prepared this return, and I expect future returns won't take nearly as long. Plus I will start earlier. I respectfully request that you waive any penalties for this late filing.
