<ExplanationTxt>Today, Tuesday, July 9, 2024, at approximately 3:30 PM, we e-filed through the Simple 990 platform Form 2022 990-EZ (this return). The IRS rejected the return, stating that there already is a paper 2022 990-EZ on file. We believe that the IRS incorrectly recorded our paper 2020 990-EZ -- which we mailed to the IRS on March 13, 2023 -- as the 2022 990-EZ. In the interest of having our 2022 990-EZ on file we are resubmitting this same return as an Amended Return.</ExplanationTxt>

<ExplanationTxt>Dear IRS Staff, On May 15, 2023, we mailed to you Form 8868 (Application for Automatic Extension of Time to File an Exempt Organization Return) requesting a 6-month extension to November 15, 2023 to file Form 990-EZ for the calendar year 2022. The IRS approved our extension request by notice CP211A dated July 31, 2023. We were delayed in our 2022 990-EZ submission for the following reasons: -- In December of 2017 we launched a community, non-commercial, cultural and educational radio station. Operating the radio station created a large burden on the overall administration and operation of the organization. These organizational difficulties were compounded by many administrative and programmatic complications and challenges resulting from the pandemic. -- We are an organization of very limited resources. We have one person (myself) working on all aspects of the organization 1) finances, 2) fundraising and grant-writing, 3) administration and operation, 4) program development, coordination and instruction, 5) lingering complexities that resulted from the pandemic, and 6) more. -- In 2023, we lost a significant portion of our already-low funding. This setback deeply affected my ability to make ends meet. In September, 2023, I began a new job as a math tutor in the New Haven Public Schools, while still carrying out the duties stated in the previous paragraph with further limitation of my time. As a result, I was not able to get to the 2022 990-EZ until the end of June, 2024, following the end of the academic year. We request that you please waive all penalties for the late filing of the 2022 990-EZ. (By previous communication, we have also requested the waiving of penalties for the late filings of our 2018 990-EZ, 2020 990-EZ and 2021 990-EZ.) Since our founding in 1991, Pequeñas Ligas Hispanas de New Haven has been continuously dedicated to the athletic, artistic, educational, social, cultural, health and leadership development of children and families in New Haven, CT. In our history, we have served over 3000 unduplicated students in pre-school through college. The organization has made unique and trailblazing contributions to the youth development landscape in New Haven with wide ranging, eclectic and life-impacting programming and offerings, including programs in 20 sports and 15 art forms. Our students have attended 25 colleges and universities in eight states and Puerto Rico, and our student-athletes have competed in NCAA Division I/II/III schools. In 2014, the organization received the prestigious New Haven Arts Council Arts Award in recognition of our work extending the reach of the arts to underserved New Haven residents. Including our radio audience, we serve approximately 1,000 individuals each year. For 32 years, Pequeñas Ligas Hispanas de New Haven has been an essential contributor to the positive well-being of thousands of New Haven children and their families, helping them break the socio-economic barriers to positive development programs and resources, while operating on low to moderate funding primarily from foundations and donors. The payment of penalties would cause severe hardship on our organization and on the important youth, family and community development work we realize daily with limited funds. Thank you for your most caring attention. Sincerely, Peter A. Noble Instructor/Coordinator/Director Pequeñas Ligas Hispanas de New Haven (203) 787-3848 pequenasligas.newhaven@yahoo.com</ExplanationTxt>
