<DescriptionProgramSrvcAccomTxt>EDUCATION - ANNUAL MEMBER MEETING -The 2023 Annual Members Meeting was held May 2, 2023, at Unity Temple on the Plaza in celebration of the 100th Anniversary of the Country Club Plaza. This year's program included a survey of Plaza area history, planning, and public policy. Speakers include Breana Grosz, General Manager of the Country Club Plaza, and Vicki Noteis, President. The Annual Meeting is one of the many ways HKC engages with our membership. It's also the time we use to report on the performance of HKC and hold Board of Director elections. (40 + attendees). OUTREACH AND EDUCATION RESOURCES - With nearly 4 billion social media users worldwide, there's a large online audience today. While some people use social media platforms like Facebook or Instagram to keep up with friends, many more like HKC use them to engage with the broader public and various organizations. HKC has pivoted our outreach, education, and advocacy efforts to great effect using our virtual platforms. HKC's Annual "reach" for 2023 totaled 356,900. An increase of 146.2% over the previous year. HKC's virtual engagement offerings share a wealth of content to educate and engage the public. Offerings include news issues of the day and a broad range of preservation issues and thematic series including Historic Preservation Month, Black History Month, Authenticity, Past Present, Endangered NO More, Greenest Buildings, Library History, Historic Preservation Awards, Mindful Monday, Modern Monday, Building Tech Tuesday, Westport Wednesday, Window Wednesday, Throwback Thursday, and Find it Friday. HKC shares local, regional, and national preservation-related news and upcoming events through our quarterly e-newsletter the gazette; and sends gazette alerts when action from members and interested parties is urgently needed. (Daily posts) VIRTUAL HISTORIC PRESERVATION MONTH - HKC's Historic Preservation Month programing provides 30-days of educational content about historic resources and architecture through our online community. RESEARCH & NOMINATIONS - Recognizing landmarks and historic districts by advancing the implementation of existing legal protections by identifying important historic resources and helping citizen groups initiate their designation as landmarks or historic districts.</DescriptionProgramSrvcAccomTxt>

<DescriptionProgramSrvcAccomTxt>ADVOCACY -* MAIN STREET FORUM OF HISTORIC STREETCAR NEIGHBORHOODS - Historic Kansas City hosts quarterly meetings of the Main Street Forum of Historic Streetcar Neighborhoods (MSFSN), an alliance of midtown neighborhoods working to coordinate discussion and planning as the streetcar line extension is developed. In 2023, the MSFSN group worked together on multiple issues, a select few are illustrated within this summary. Additional issues are summarized later in this report, such as the Southmoreland Neighborhood for the Historic Designation of 4526 Warwick and the Midtown Traffic and Parking Issues. * COLONIAL SHOPS - On May 15th, 2023, UMKC issued a Request for Proposals for the development of a 5.3-acre site on Oak Street on its Volker Campus. The site includes the Colonial Shops, the first shops built in 1907 by J.C. Nichols to serve his residential developments. The future development was envisioned as a community destination, and an arena suitable for athletics. HKC participated in listening sessions hosted by UMKC on the proposed Oak Street Development. The sessions were attended by over 150 individuals with at least 14 distinct neighborhoods represented. The project has been paused. * CHAPTER 88 AMENDMENTS - Ordinance No. 231047, related to certain Chapter 88 amendments, was introduced in December 2023. This included modifications to major amendments to a development plan. HKC's concern is that modifications increase the risk of Pandora effect if development plans carefully put in place are not followed and allowed to be unilaterally modified by the Director of City Planning negotiating directly with developers. Once a serious deviation is approved, every developer after that will replicate it and go even higher. It could lead to a collapse of overlay ordinances in Kansas City neighborhoods and is a threat to area planning. HKC is working with city staff on this issue. * 4627 MADISON - Developers applied for a rezoning and approval of a development plan for the property located at 4627 Madison. The development plan is for a new ten-story, multi-family structure, with a garage structure adjacent to the historic Plaza Center (formerly John Hancock Life Insurance Company) designed by architecture firm Skidmore, Owings, and Merrill. HKC attended several meetings with the developer and neighborhood representatives resulting in a compromise all parties could support. * SHORT-TERM RENTALS - An outgrowth of the MSFSN, for approximately a year neighborhood leaders, and HKC, met and worked with elected officials in preparation of committee substitutes for Ordinances 230267 and 230268 that collectively transfer the oversight and management of the short-term rental program to the Neighborhood Services Department, further define the permitting requirements for short-term rentals, and strengthen the City's enforcement authority with both operators and intermediaries.* 14TH AND WYANDOTTE - Lux Living shared with Historic Kansas City plans for a 30-story project to be built on a lot at the northeast corner of 14th and Wyandotte adjoining the iconic historic Power & Light Building. The plan's massing and height were reduced at the request of Historic Kansas City. HKCs' involvement resulted in a greatly improved revised design. This project is an example of how the community and developers can work together for the best possible result. Ultimately, closing delays led to the failure of the project.* 4526 WARWICK BLVD - HKC worked in collaboration with the Southmoreland Neighborhood to secure the local designation of the house at 4526 Warwick Blvd to the Kansas City Register of Historic Places. Per the Historic Preservation Ordinance, the owner later applied with the Commission to demolish the historic home and garage. The commission refused to grant the property owners a "certificate of appropriateness" for demolition. They aim to tear down the house and sell the 1-acre lot so that apartments can be built on it. The owner later filed for a "certificate of economic hardship" to again argue that the home should be demolished because the cost to renovate it is far beyond its worth. The request was denied.* WESTPORT STRATEGIC PLANNING RESULTS - Thursday, June 15th, 2023, marked the successful outcome of a nine-year effort by Historic Kansas City and our partners. The City Council on this day adopted the Westport Special Character Overlay District Ordinance, which will make sure that the things we all love about Westport are maintained through the implementation and enforcement of consistent, clear standards for new development fronting on Westport Road and Pennsylvania Avenue, addressing building height, setbacks, facade design, and land use. HKC's involvement has had an impact in three major ways: 1) Making sure that the things that we all love about Westport are maintained; 2) Integrated the historic resources survey into planning analysis to inform better planning decisions for Westport, and 3) a clear vision was established for Westport by defining character areas and where change is acceptable.* COCINA47 PROPOSAL - May 25th, 2023, marked the end of a five-year battle to prevent the demolition of the 7th Church of Christ, Scientist located at the corner of 47th and Pennsylvania. There really is no consolation for that loss - a very significant scenic and historic feature on the Plaza will disappear. Regrettably, the financial and legal means were not available to save it. HKC and a broad coalition of neighborhood leaders, the Country Club Plaza landlord, property owners, and tenants joined together in opposition to the Cocina47 proposal. In June of 2022, the City Plan Commission rejected the project saying the height of the nine-story proposal was an insult to years of planning and community meetings that created policies to guide development at the Country Club Plaza. In May of 2023, almost one year later, a settlement emerged between two developer-owners previously deeply at odds. We believe the public interest and that of nearby owners and neighbors are probably best served by this result. HKC plays a positive role in working with developers of both new infill projects and existing renovations to help them with design decisions. We have worked with many developers on the Plaza and all over KC to offer assistance and background knowledge. Our involvement in this case enabled the developer, property owners, and the concerned neighborhoods to work together.</DescriptionProgramSrvcAccomTxt>
