Funds shall be disbursed by the treasurer with checks co-signed by the president or vice-president. All fund expenditures will be approved by the officers directors and voting members at a Board Meeting under a properly agendized Agenda item before expenditure occurs. Smith Valley Friends of the Library shall maintain a checking account into which funds from fund raising activities membership dues and miscellaneous donations are deposited and from which general expenditures are made including scholarships sponsored by Smith Valley Friends of the Library Scholarship funds other than funds raised by the Smith Valley Friends of the Library shall follow the operations procedure described in the Memorandum of Understanding approved July 2024 which pertains to the John and Mary Munday Scholarship. The interest generated by investment of the principal will generate income which shall be the source of the John and Mary Munday Scholarship . These funds shall be managed in a separate account from the Smith Valley Friends of the Library general checking account. Should the Friends of the Library receive funds from other sources that are designated for scholarships or other special use these funds can either be added to the existing John and Mary Munday Scholarship Fund or can be set up as another fund following the same operations procedures or according to the donors requirements. Part VI, Line 19 Monthly board meetings are open to the public and are held according to public meeting laws. Financial statements are presented each month and annual financial summary is presented at the annual meeting. Governing documents are available at each meeting and a copy is available at the Smith Valley Library.
