<ExplanationTxt>CATI provides training scholarships to members of both public law enforcement agencies and private insurance industry investigators. CATI does not provide any cash for training grants. The funds that CATI receives to pay for these scholarships comes in the form of grants from the Colorado Auto Theft Prevention Authority (CATPA). The scholarships are made available to investigators on a space available basis at no cost to the investigators agency. Since the training slots are already paid for by CATI when provided to the investigators, CATI remains in control of the grant money and there is no opportunity for the beneficiaries to misuse or divert the funds from their intended purpose.</ExplanationTxt>
