The last pay out was in fiscal year 2022. The organization was held accountable in relation to this contribution as a result of the court order that initiated the contribution. Twin Harbors Waterkeeper recently received it's 501c(3) exemption and the programs are moving away from Friends of Grays Harbor. This larger contribution for the fiscal sponsor received by Friends of Grays Harbor put the organization into the 10% facts-and-circumstances test for that period. Once Twin Harbors Waterkeeper began operating independently, the facts-and-circumstances test is no longer be necessary, and Friends of Grays harbor will be back to its smaller budget. In addition, the 10% test is satisfied with donations from governmental units and a number of other unrelated donors. The governing body represents the broad interest of the public, with key members of the public and community leaders participating in the programs of the organization through their service on the board of directors. In addition the organization is providing important services to the public, by fostering and promoting the economic, biological, and social uniqueness of Washington's estuaries and ocean coastal environments, and the organization maintains a continuous program for solicitation of funds from the community through their website, as well as programs & fundraising in the community.
