As consideration for the use of the area, FOLK pays a semi-annual concession fee to the County on gross sales receipts. The Agreement further authorizes Harris County to audit the FOLK financial records. Schedule A, Part IV, Section D, Line 3 The Kingwood Branch Library Manager is an ex-official non-voting member of the FOLK Board and attends all Board meetings. The Branch Library Manager requests and receives an annual grant of funding for the Branch Library and makes requests for additional funds if needed. Because of this close working relationship, Harris County, through the County Auditor, the County Library Director, and the Kingwood Branch Library Manager, has significant oversight and voice of FOLK income and assets. Furthermore, the Agreement and FOLK Bylaws provide for all funds and assets held by FOLK become the County's property upon the earlier to occur, termination of the HC Concession Agreement or dissolution of FOLK. Schedule A, Part IV, Section E, Line 1c FOLK is a Type III Functionally Integrated Supporting Organization by the fact that it supports a governmental entity, the Kingwood Branch Harris County Library. FOLK operates a Used Bookstore concession in the Kingwood Branch Library that collects donated used books & media to sell within the FOLK Bookstore or online, or redistribute to other libraries or worthy causes. Schedule A, Part IV, Section E, Line 2a FOLK provided 85% of disbursements (92%) of gross income): either, directly as a grant to the Kingwood Branch Library for the Children's, Young Adult, & Adult Program Support, and for the purchase of Digital Media, Books, DVD's, Special Furnishings, Makerspace, Periodicals & Continuations, Audio Books & Languages, ELA & Literacy, Equipment, Continuing Education & Training; or, in direct support for Commemorative Pavers, Concession Fees for use of the facility, and Sales Tax on the sales of donated used books. Public financial donations and support was 19% of total revenue. Schedule A, Part IV, Section E, Line 2b In addition to the significant public financial support (19% of total revenue), FOLK received general public support through donations of used books & media for resale, and the purchase of used books & media in the FOLK Bookstore operated entirely by non-paid volunteers. This revenue and volunteer support supplements the Kingwood Branch Library to provide an enhanced service and significant benefit to the patrons of the Library and the Kingwood Community. Substantially all of the FOLK activities are "direct furtherance" activities that augment and support the Kingwood Branch Library programs. The FOLK Bookstore concession of collecting, sorting, & selling used books & media, and providing program & makerspace materials, is a service to the Kingwood Branch Library that would be required to be conducted to some extent by the limited staff and resources, or even foregone, "but for" the support provided by the FOLK volunteers.
