The Consortium received funding from the Department of Water Resources to advance modernization of water and ecological water data in California, including programmatic, communications, and coordination work. It also received program-specific support as outlined below. Groundwater Accounting and Data Reporting Project. The Consortium, in partnership with nongovernmental organizations, State partners, and water agencies, continued to advance the Groundwater Accounting and Data reporting project. This important work has resulted in an open-source Groundwater Accounting Platform to support local agencies in implementation of the Sustainable Groundwater Management Act. This work is supported by funding from the Department of Water Resources and a U.S. Bureau of Reclamation WaterSMART Applied Science grant. Urban Water Data Reporting Project. The Consortium is working with State Water Resources Control Board and the Department of Water Data to improve urban water dataaccessibility with the goals of reducing reporting burdens, expanding access to more timely data, and improving data use to support decision-making.Telemetered Water Data Monitoring Project. The Consortium is developing technical recommendations for reporting telemetered water data to the State Water Resources Control Board that are responsive to major watershed management issues and interests, costs, and privacy concerns, while also communicating the benefits of water data for administration of existing water rights, environmental protections, and community needs. This work is funded by the State Water Resources Control Board.LiDAR Data Project. In partnership with the Water Solutions Network, the Consortium provides an informal meeting space for state and non-state partners to meet, discuss and collaborate on LiDAR needs and opportunities in the state of California. This work receives in-kind facilitation services to support ongoing meetings and discussion from the Department of Water Resources. In all of its work. the Consortium continues to engage the water data community in our work and promote more equitable water solutions. Form 990, Part VI, Section B, Line 11b Form 990 is prepared by a firm of certified public accountants and sent to the CEO for review. Upon resolution of all questions, comments and issues, Form 990 is distributed to the board of directors for review and approval. Form 990, Part VI, Section B, Line 12c The Consortium's outside counsel who serves as the organization's general counsel evaluated the disclosure forms and monitored actions taken by the Board, Steering Committee, Working Group Co-Chairs, and Staff for any potential conflicts. Form 990, Part VI, Section B, Line 15a Prior to hiring the Chief Executive Officer in August 2020, the Consortium compiled data regarding compensation levels for individuals in comparable positions. The Board assessed the comparability data prior to determining the compensation offered to the preferred candidate. The Board also relied on a number of other factors in making its determination regarding the CEOs compensation: 1) the experience of numerous Board members working in nonprofit and governmental entities to ensure that the compensation being offered to the CEO was consistent with the range of compensation and benefits provided to the head of similar organizations; and 2) the independent Board's assessment of the CEOs capabilities and qualifications to ensure that the total remuneration opportunity for the Consortium's CEO was within a reasonable range of competitive market practices applicable to like positions among like organizations under like circumstance. The compiled compensation data for comparable positions was documented and is part of the Consortium's corporate record, as are the terms of the employment offer. Additionally, and consistent with Consortium bylaws, a record of all Directors of the Consortium who voted to approve the compensation structure and employment offer for the CEO was recorded and is part of the Consortium's corporate record. In the fall of 2021, the Consortium Board of Directors approved a CEO evaluation process requiring that the committee recommending CEO compensation to the Board of Direction reference benchmark data on CEO compensation and that this data be updated at least once every two years. CEO salary benchmarking data was most recently updated in the fall of 2022. Form 990, Part VI, Section B, Line 15b The salary and compensation for the Corporate Secretary, the Senior Operations Manager, and the Senior Program Manager was determined by a performance review evaluated by the CEO.
