Board members are directed to review and respond before a specified date (announced as 10 days after the sent email) if there are any concerns or errors that must be resolved before filing. Because a copy of the final version of the return was provided to each voting member of the organization's governing body before it was filed it is considered reviewed by all Board Members., Form 990, Part VI, Section B, Line 15 Compensation for the CEO, Executive Officers, and Key personnel (i.e., Program Directors) are approved by the Board of Directors. This is done on a periodicity that conforms with each scheduled programming operation. Of note, there are no permanent employees in the organization; individuals are hired to fulfill a specific program requirement. For example, the Summer Camp Program director's salary will be determined by the Board in the April/May time-frame each year for that particular year's summer camp that would operate for 7 weeks. This process applies to each program director that is administering a organizational program for Four Rivers Outreach CDC. Currently the organization does not have a full time CEO, Executive Officer, or Program Director. On average, in a fiscal year there are are only two paid part-time program managers hired for existing programs. An average paid part-time program manager only works for 7 to 10 weeks. All other operational programs are led by volunteers. Form 990, Part VI, Section C, Line 18 The Form 990 is made available by posting on Candid Guidestar website (www.candid.org). This website is an information service specializing in reporting on U.S. nonprofit companies. Its database provides information on 2.5 million organizations. Four Rivers Outreach Community Development Corporation has been posting its Form 990s on this website since 2018. Form 990, Part VI, Section C, Line 19 The organization makes its monthly financial statements available to the public at all monthly Board of Director meeting and Business Quarterly public/stakeholder meetings. Governing documents, and conflict of interest policy is available to the public upon request, and is also issued to all employees upon being hired. Monthly financial statements are also available to the public upon request. Form 990, Part XI, Line 9 Organization conducted Concession stand operations in prior years to generate unrelated Business Income. Operations ceased with the start of COVID in March 2020. However, remaining food items at a value of $45.00 in inventory remained from prior operations. Sales items were written off at cost in 2023 due to expiration date on food items.
