Form 990, Part VI, Section A, Line 7a The Board may appoint or remove members of the Board (the governing body) by majority vote and did so during this fiscal year. Form 990, Part VI, Section A, Line 8b None of our committees are authorized to act on behalf of the organization. They only make recommendations to the Board, which then may act upon them. Form 990, Part VI, Section B, Line 11b This 990 was prepared by the Treasurer and reviewed by the President of the Board and the Executive Director of the organization. It was then presented to and approved by the entire Board. Form 990, Part VI, Section B, Line 12a The Bylaws have a section regarding conflicts of interest which requires members of the Board to disclose conflicts and to recuse themselves in any matters coming before the Board. The Board may optionally permit the member to participate in discussion and to vote. All such disclosures and actions are to be documented in the meeting's minutes. Compensation for the Program Director, Program Assistant, Project Intern, Director of IT, and IT support assistant are benchmarked against Bureau of Labor Standards scales. Form 990, Part VI, Section C, Line 19 Our 990 returns and other governing documents are available upon request, although there were no such requests during this fiscal year. Notwithstanding this, we have developed an internal data repository for these documents and are developing our public website to provide a way for interested parties to request this information. Form 990, Part IX, Line 11g Services provided by independent contractors for delivery of programs including setting up computers scheduling client appointments, delivering supplies to tax prep sites, training volunteers, scheduling volunteers, and quality reviewing tax returns.
