It is estimated that it would be at least a couple of years before they would be in a position to re-establish boards and provide proper fiduciary oversight. In the meantime, they have entered into a written agreement with the Treasure Cay Community Foundation to hold their funds for safekeeping. The Grant Agreement clearly defines the activity for which the funds may be used. Financial Statements are required each year. The entity must request drawdowns for the funds in writing and detail the intended use. In the aftermath of Dorian, grants from the Emergency Relief Fund were considered after receiving a completed Grant Request Form. Smaller grants (under $10,000) could be approved by the executive committee. Larger requests were assigned to a committee for review and if the committee approved the grant proposal then went before the entire board for approval. Once approved the original committee remained in place to monitor the progress until the project was completed. Criteria of beneficiary selection and all expenditures were carefully monitored. Then the next draft is sent to the entire board for feedback. Those members in conflict would recuse themselves from voting on any issues with conflicting interests. Annually board members sign an acknowledgment of the Foundation's conflict policy.
